Contrary to popular depictions of the Nativity scene, the Magi (Wise men) do not meet Jesus until some time later. The Magi were a priestly class and travelled in large company with armed men.
The kingdom of Judea at the time was a client state of the Roman Republic, and Herod (who didn’t have a royal Jewish ancestry) was appointed as King by the Roman Senate. In contrast, both Mary’s and Joseph’s lineage could be traced back to King David, giving Jesus double claim to the throne of King David.
Hence when the Magi arrived in Jerusalem asking, “Where is He who has been born King of the Jews?’, King Herod was troubled, and all Jerusalem with him.
